Investigation of Moscoe sought by fellow councillor

By Sandie Benitah

February 28, 2006

Howard Moscoe is in hot water again but this time it’s the women on council who have had enough.

North Toronto councillor Karen Stintz signed an affidavit during the December session of city council along with Scarborough councillor David Soknacki to have the integrity commissioner investigate Moscoe for “disparaging comments” he made towards Leaside councillor and mayoral hopeful Jane Pitfield.

Moscoe, who has represented Eglinton-Lawrence since amalgamation, could not be reached for comment but Stintz said he passed along a memo at council calling for bets on when Pitfield would rescind her candidacy for mayor.

In the memo, Moscoe referred to Pitfield as “Lady Jane” — a reference to Lady Jane Grey, England’s nine-day queen who after only nine days on the throne, found herself trapped and unhappy.

Although councillor Pitfield shrugged off the comments, Stintz said Moscoe has a record of being insensitive to women and she’s had enough of it.

“He has a history of making disparaging comments to women,” she said. “Last year he would bring in articles on how to be the perfect wife — things like that.”

The memo regarding Pitfield was entitled “How far will Lady Jane go” and asked fellow councillors to bet on the date Pitfield would drop out of the race.

“At first we asked for an apology and Moscoe apologized but then he took the Lady Jane comment out and put (the name) Jane Pitfield instead,” said Stintz. “He’s not sorry and he doesn’t understand it’s discriminating.”

This is the second time in two months the integrity commissioner has been asked to look into Moscoe’s behaviour.

Last month, North York councillor David Shiner filed a complaint after Moscoe leaked a confidential motion, proposed by Shiner during an in-camera session of North York Community Council, to the media.

The motion called for a review and a revamping of appointed members of the Committee of Adjustment after it had reneged on a decision approving a development in Shiner’s ward.

Moscoe said the motion violated the rights of people working on the committee and that he would expose Shiner’s tactics all over again if he had to.

The integrity commissioner is expected to file his findings early in the new year.
